Full Video :

It’s called a ‘microburst’ event.

According to wikipedia

A microburst is a small downdraft that moves in a way opposite of a tornado. Microbursts are found in strong thunderstorms . Within a thunderstorm there are two types of microbursts: wet microbursts and dry microbursts. They go through three stages in their life cycle: the downburst, outburst, and cushion stages. Microbursts can be particularly dangerous to aircraft, especially during landing due to the wind shear caused by its gust front. Several fatal crashes having been attributed to the phenomenon over the past several decades, and flight crew training goes to great lengths on how to properly recover from a microburst/wind shear event.

So, in the event shown in the video, extremely strong, spontaneous winds showed up at a Air Force training base and caused airplanes to start to move. Air crews came to the planes immediately to assist in piloting them while not actually using engine power. Instead, they just let the wind pick the aircraft up and set them down while the microburst.

Due to the quick acting of the pilots and ground crews, no one was hurt and only minimal damage was done to planes and the airfield.
